Your Civic League Needs You!
Charlestowne Area Civic League is a VOLUNTEER organization. CACL sponsors activities like the Holiday Celebration and Santa Parade, Spring Picnic, National Night Out, Neighborhood Yard Sale, and Neighborhood Cleanup. CACL volunteers also maintain landscaping at neighborhood entrances and serve as points of contact with the city.

Here’s a list of CACL officers and their duties:
- President: Run meetings and support decisions made by the Board
- Vice President: chair meetings if the President is absent and coordinate programs for general meetings
- Secretary: record minutes of meetings
- Treasurer: be responsible for CACL funds, receive and record membership dues
- Webmaster: maintain and update CACL website
- Newsletter Editor: create CACL newsletter quarterly
- Neighborhood Watch Coordinator: organize block captains and coordinate with VBPD, coordinate Night Out celebration in August
- Board Members: act as advisors and represent the members of the League. Attend Board Meetings every other month.

Traffic Calming Survey
Speeding and traffic issues continue to cause problems in our neighborhood, especially along Beaufain Blvd. The speed limit is 25 mph throughout our area. Beaufain Blvd. is a two lane street with bike and parking lanes on each side, and passing on the right by driving into the bike lane is illegal. (Code of Virginia, 46.2-841.c)
Charlestowne has been enrolled in the city’s Traffic Calming Program since March 2018. Our target area has been Beaufain Blvd. We continue to be in phase 2, selective enforcement. Traffic Engineering is collecting data on Beaufain after a delay caused by lower traffic volume during the pandemic and school building closure. For reference, we had around 3600 vehicles per day in 2018, but only around 3200 in Nov. 2020. A current traffic study is underway, and new data should help us determine whether the lines added to Beaufain have encouraged folks to slow down.
If no improvement is seen, we are eligible to move into phase 3, increased fines, but this would require a petition with signatures from 75% of the property owners fronting Beaufain Blvd. If we move on to Phase 4, physical measures, like speed humps would be installed like those currently on Lake James Drive, but we’re a long way from this phase.

The following findings are based on the raw daily dataset provided by the New York Times (https://raw.githubusercontent.com/nytimes/covid-19-data/master/us-counties.csv) and the Virginia Department of Health (https://data.virginia.gov/api/views/uktn-mwig/rows.csv?accessType=DOWNLOAD).
This independent analysis is unofficial and presented here as a service for informational purposes only. The software code used has not been professionally audited, and therefore, its accuracy is not fully confirmed. However, based on random spot checks, it does agree with what is presented on the Virginia Department Health website.

The following estimations are based on a simple total of the last 14 days of new cases.

Confirmed cases refer to the number reported cases. Since these cases are confirmed, we can hopefully assume that these people are isolating.
Unconfirmed refers the estimated number of people that are asymptomatic and are currently walking around the general population. For this analysis, based on data provided by the Center for Disease Control (https://www.cdc.gov/coronavirus/2019-ncov/hcp/planning-scenarios.html) this is estimated to be 25% of confirmed cases. The % of population is based on the 2019 estimated population of 449,974. The percentage, 0.06%, means that in a group of 10,000 people, 6 will be COVID-19 carriers.
Active Hospitalizations refers to the number of people hospitalized due to COVID-19. The % of available beds is based on the number of number of staffed beds (387) reported by the Virginia Department of Health.
For perspective, Fairfax reported 69 new cases and 9 new hospitalizations with an estimated 92 active hospitalizations.

Virginia Beach is currently averaging about 54 new cases per day for the last 30 days, and is trending strongly downward as shown in the regression plot below.

Coronavirus – Basic Protective Measures
Stay aware of the latest information on the COVID-19 outbreak, available on the WHO website and through your national and local public health authority. COVID-19 is still affecting mostly people in China with some outbreaks in other countries. Most people who become infected experience mild illness and recover, but it can be more severe for others. Take care of your health and protect others by doing the following:
- Wash your hand frequently. Washing your hands with soap and water or using alcohol-based hand rub kill viruses that may be on your hands.
- Maintain social distancing. When someone coughs or sneezes they spray small droplets which may contain virus. If you are too close, you can breathe in the droplets including the virus.
- Avoid touching eyes, nose and mouth. Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose or mouth giving the virus an access to enter your body and can make you sick.
- Practice respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Droplets spread virus, and good respiratory hygiene can protect the people around you from viruses.
If you have fever, cough and difficulty breathing, seek medical care early, and call in advance. National and local authorities will have the most up to date information on the situation in your area. Calling in advance will allow your health care provider to quickly direct you to the right health facility. This will also protect you and help prevent spread of viruses and other infections.

Little Free Library at Charlestowne East Park
A Little Free Library has been installed at Charlestowne East Park. A Little Free Library is a “take a book, return a book” free book exchange. It is supported by neighbors sharing their favorite books with their community. Anyone may contribute or take books. The more the merrier! If you take a book (or two) from a Library, you do not need to return that exact book. However, in order to keep the Little Library full of good choices for the whole neighborhood, the next time you swing by the Library bring a few books to share. Little Library book exchanges function on the honor system; everyone contributes to ensure there are always quality books inside. This way, we all win!

Paul Geiger
Paul Geiger passed away on Thursday, March 7. Paul was the recording secretary for the Civic League for well over a decade and a longtime Board Member. His wife, Charlene was president for many years. Together they were the driving force that kept our Civic League going and growing. The community is better thanks to their service. Paul will be greatly missed.
Waste Disposal
Exercise proper waste disposal practices when cleaning out attics, garages and sheds. Regular bagged household trash can be placed in city-provided trash carts. Place containers at the street by 7 a.m. on the scheduled collection day.
Curbside collection of yard waste is provided on your normal collection day. Grass and leaves (no dirt, rocks, mulch or root balls) should be placed at the front curb of the residence in up to 25 clear plastic bags, not more than 25 pounds per bag. Please do not block drainage. Limbs up to four feet long and six inches in diameter will be collected in two piles not to exceed 4 x 4 x 4 feet.

Block Captains Needed for Charlestowne Neighborhood Watch
